About ODEC

Learn about our 78-year history as a not-for-profit generation and transmission cooperative serving Virginia, Maryland, and Delaware.

Who We Are

A Cooperative Built for Its Members

Old Dominion Electric Cooperative is a not-for-profit wholesale generation and transmission cooperative that operates for the benefit of its members, who are its owners. Incorporated in 1948 under the laws of the Commonwealth of Virginia, ODEC has focused for more than 75 years on safely and affordably generating and transmitting power.

Because ODEC is owned by its 11 member cooperatives, every decision is made with the impact to the customer foremost in consideration. Consumers are located in 70 counties along 59,000 miles of distribution lines that extend from Delaware and Maryland, south across Virginia to the North Carolina border, and from Virginia's Eastern Shore to the Allegheny Highlands.

Our mission: to provide reliable, responsible power to members at an affordable cost.

Financial Strength

Cooperative Values, Institutional Credibility

As a not-for-profit cooperative, ODEC operates under a FERC-approved formula rate that ensures costs are passed through at cost to our member cooperatives. This structure, combined with diversified generation assets and conservative financial management, has earned ODEC strong credit ratings and the confidence of investors.

ODEC's three largest member cooperatives -- Rappahannock Electric, Shenandoah Valley Electric, and Delaware Electric -- represent approximately 64.7% of wholesale revenue, providing a stable and concentrated customer base.
